Good news for expats in Dubai!

If you hold a valid driving licence from one of more than 50 approved countries, you may be eligible to exchange it directly for a UAE driving licence without attending driving classes or taking driving tests.

The approved list includes GCC countries, 38 European nations, Australia, New Zealand, Canada, the USA, South Africa, and several Asian countries including Japan, South Korea, China, Hong Kong, Turkey, Azerbaijan, Kyrgyzstan, and Uzbekistan.

To qualify, your foreign licence must be valid and you must complete a mandatory eye test at an approved centre. Some countries may require additional documentation, such as embassy-issued licence verification certificates. For example, Turkish driving licence holders need a Driving Licence Data Certificate from their embassy or consulate.

If your country is not included on the approved exchange list, you can still obtain a UAE driving licence through the standard process by enrolling at an RTA-approved driving institute and completing the required training and tests.

With more than 58,000 foreign licences exchanged in Dubai during 2025, the licence conversion system continues to make the transition easier for thousands of new residents arriving in the UAE each year.
